Description:
The City of Seaside is requesting proposals from qualified firms to provide professional services to review documents for proposed land development projects within the City of Seaside, hereinafter referred to as “the Projects.” The selected firm, hereinafter referred to as “the Consultant," will be responsible for reviewing technical documents for the Projects. The City of Seaside intends to select up to three firms with which to negotiate a contract based on the responses to this Request for Qualification (RFQ). Selection will be based on demonstrated expertise in providing support to public works departments.

BACKGROUND
The City of Seaside is located approximately 115 miles south of San Francisco and 73 miles south of San Jose. The City of Seaside encompasses a total area of approximately nine square miles. Seaside is the largest city on the Monterey Peninsula with 33,878 residents. A large part of the City of Seaside's area, 6.44 square miles, lies within the former Fort Ord military base. From time to time, the City of Seaside may contract with outside consultants to assist with processing larger and complex development projects. This RFQ is intended to provide such additional resources for the Public Works Engineering Department.

PROPOSED SCOPE OF WORK
The primary objective of the work is to review documents for the Projects. The proposed scope of services may include the following:
• Perform additional investigations including field investigations as may be required to
determine existing conditions. This may include preparing a report to describe the existing facilities.
• Review engineered plans, reports, technical specifications, and engineer’s cost estimates for the proposed improvements.
• Review maps including parcel, tract maps and other documents associated with adjustments, mergers or changes to property boundaries.
• Prepare review comments citing, if necessary, federal, state, and local standards and regulations.
• Review and prepare documents as required by California Environmental Quality Act.
• Provide project support during the planning and design phase.
• Provide project support during the construction phase.
• Provide status reports that accurately communicate budget and schedule to city staff in a timely manner.

The ideal candidate has a good working knowledge of the following documents:
1. State Water Resources Control Board (SWRCB) Water Quality Order No. 2013 0001-DWQ National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000004 and Construction General Permit Order 2009-009-DWQ and their amendments

2. Central Coast Regional Water Quality Control Board (CCRWQCB) Low Impact Development Standards, including but not limited to Resolution No. R3-2013-0032

3. CCRWQCB Technical Support Post-Construction Stormwater Management Requirements for Development Projects in the Central Coast Region, User Guide for Municipal Implementation

4. Fort Ord Reuse Authority (FORA) Base Reuse Plan & Habitat Management Plan.

5. California Subdivision Map Act

6. City of Seaside Municipal Code

7. California Environmental Quality Act (CEQA) & National Environmental Policy Act
