ESCA Munition Response Areas

The ESCA areas were combined into nine munition response areas (MRAs) consolidated into four Groups and the Interim Action Ranges according to similar pathway-to-closure characteristics. This page presents some of the characteristics of the Groups and the Interim Action Ranges, relevant documentation, and land use restrictions.

Group 1

Includes the Seaside and Parker Flats MRAs. Munitions responses (removal) have been completed for both MRAs in accordance with the intended reuses. Among the proposed reuses for this group are residential and non-residential development with borderland interface and habitat reserve.

Group 2

Includes the CSUMB Off-Campus MRA and the County North MRA. While removal action was not required in the County North MRA, the Munitions response (removal) has been completed for the CSUMB Off-Campus MRA in accordance with the intended reuses. Among the proposed reuses for the CSUMB Off-Campus MRA are future CSUMB campus uses.

No further action regarding munitions response is required for the County North MRA.

Group 3

Includes the Del Rey Oaks (DRO)/Monterey, Laguna Seca Parking and Military Operations on Urban Terrain (MOUT) MRAs. Munitions responses (removal) have been completed for all areas in accordance with the intended reuses. The DRO/Monterey MRA includes three proposed reuses: habitat management, non-residential development, and South Boundary Road right-of-way. The Laguna Seca Parking MRA as proposed for reuse as open space and area for overflow parking. Finally, the MOUT MRA will be used to provide training by Monterey Peninsula College.
