In 2007, the U.S. Army and Fort Ord Reuse Authority (FORA) entered into an agreement where FORA completes Army Munitions and Explosives of Concern (MEC) remediation of 3,340 acres of the former Fort ord. FORA closed operations on June 30, 2020. The City of Seaside became FORA’s Successor for the ESCA Remediation Program (RP) receiving U.S. Army (Army) funds to perform ESCA Long-Term Obligations (LTO) management responsibilities related to MEC until June 30, 2028. Seaside as the ESCA Successor, will be managing ESCA LTO outside Seaside’s jurisdictional boundaries on properties in the County of Monterey (County), Cities of Del Rey Oaks, Monterey and the footprints of California State University Monterey Bay (CSUMB) and Monterey Peninsula College (MPC).
